On January 27, 2021, the 5th meeting of the Pugwash Committee of Kazakhstan at KazNAEN was held. The meeting was attended by members of the Pugwash Committee of Kazakhstan and the Youth Branch of the Committee, as well as invited:
- Vityuk V.A., Deputy General Director for Science, RSE NNC RK;
- Dzhanseitov D.M., Deputy General Director of RSE INP ME RK;
- Aliyev S.A., Director of the ICAE NSK.
At the opening of the meeting, the Chairman of the Committee, Professor Shkolnik V.S. congratulated the members of the Committee, awarded by the Decree of the President of the Republic of Kazakhstan K-Zh.K. Tokayev dated December 2, 2021:
- Order "Kurmet" - Batyrbekov E.G., General director of RSE NNC RK;
- Medal "Halyk algysy" - Tarlykov P.V., head of laboratory of RSE NCB RK;
- 70th Anniversary - Skakov M.K., Academician of KazNAEN, doctor of phys.-math.sciences.
In his opening speech, Professor Shkolnik V.S. noted that: the restrictions introduced back in 2020 related to the pandemic continued to create problems for all organizations of the Pugwash movement of scientists, both in our country and internationally. The use of IT capabilities allowed us to maintain the intensity of our meetings to continue our work.
Secretary of the Committee, Professor Akhmetov T.Z. presented information “On the implementation of the PCK Action Plan for 2021” and the draft “PCK Action Plan for 2022”.
Professor Shkolnik V.S. emphasized that the Committee completed almost all the activities in all four sections of the Committee’s Action Plan, approved by the Decision of the KazNANS Presidium dated February 5, 2021. There are no comments on the implementation of the PCK Action Plan for 2021. A lot of work has been done, under the restrictions associated with the pandemic.
In his speech, Professor Shkolnik V.S. expressed several considerations:
- unfortunately, the state of the security system that developed after the Second World War, in some countries of the United Nations (UN), the Security Council, according to many politicians, is practically destroyed. Specialists who are directly involved in issues of nuclear safety and the likelihood of a nuclear conflict report that in all the post-war years we have come very close to the zero point - when a conflict can break out. Of course, this cannot but worry all of us and the inhabitants of the planet;
- about the challenges: the pandemic, the climate, the direction of modern civilization and the future of the financial and economic system in the world and think about what is currently happening in the economy, the way of our country and the intention of observing research aimed at studying scientists, economists, financiers, philosophers, sociologists to our work. Since it is our responsibility to give our political leadership and the Government of the country recommendations, analysts where to move, and the fate of our civilization depends very much on this.
In the discussions of the Agenda issues, the following spoke: Zeinullin A.A., Ramankulov E.M., Burkitbaev M.M., Ibraev B.M., Sarmurzina R.G., Batyrbekov E.G., Mansurov Z.A. and Miniyazov A.Z.
Professor Shkolnik V.S. summed up the meeting, noting that the 5th meeting of the Pugwash Committee of Kazakhstan in an online format was held with the active participation of the members of the Committee in discussing the activities of the PCK for 2021 and the project “PCK Action Plan for 2022”.
All proposals for the draft PCK Action Plan for 2022 were adopted unanimously.
The consolidated draft "PCK Action Plan for 2022" was prepared in accordance with the proposals received on the eve of the 5th meeting of the Committee and will be finalized taking into account the new proposals mentioned during the meeting.
