Pugwash Committee of Kazakhstan discussed the project "Concept of an Integrated Security Digital Platform"

On 29 September, a round table was organized at the ISTC, simultaneously in a face-to-face format with the participation of scientists from PCC members:

Professor Zhaparov B.A. presented a report on cybersecurity, reflecting the content of the digital platform, the tools for its implementation and the expected results. He noted that the proposed platform would allow domestic scientists to effectively cooperate in solving various scientific tasks and personnel training. Informed that the system will be implemented on the basis of technologies, communications and services of the Association of users of scientific and educational computer network of Kazakhstan "KazRENA".

Informed that KazRENA will develop a digital cloud system for processing information, knowledge and data in the field of complex security issues. Such a system will connect all participants with a stable telecommunication connection, with a set of appropriate services.

Miniyazov A.J., head of the NNC RK laboratory, introduced the vision of participation of nuclear scientists in ensuring nuclear safety within the framework of the discussed "Concept" project.  He noted that the creation of a digital platform on nuclear, radiation and nuclear physical safety will be based on current national regulatory documents and those recommended by the IAEA.  The main performer of this section of the platform will be scientists of the RSE NNC RK and RSE INP RK, who have experience working with international organizations in the field of nuclear, radiation and nuclear physical safety, with state bodies and organizations of foreign countries, organizing and conducting training of both specialists of Kazakhstan and representatives of foreign organizations.

"Nuclear Technology Safety Center" and other organizations of the country working in the field of peaceful use of atomic energy will be involved in the creation and further operation of the digital platform on nuclear safety.

Professor Ramankulov E.M. made a presentation on "Biological Safety" within the framework of the "Concept of an Integrated Security Digital Platform", noting that the RSE "National Center for Biotechnology" of the RK Ministry of Education and Science (hereinafter - NCB) will be the main performer of works within the framework of "Biological Safety" and emphasized that NCB has extensive experience in implementing state scientific and technical programs/projects in biology, biotechnology and biosafety.

Professor Ramankulov noted that the NCB is the Focal Point for the clearing house mechanism on biosafety since the Republic of Kazakhstan acceded to the Convention on Biological Diversity in 1994 and ratified the Cartagena Protocol in 2008 (Law of the Republic of Kazakhstan dated June 17, 2008 № 43-IV). NCB was established as the Focal Point for the mediation mechanism on biosafety by the Order of the MES RK № 579 of December 20, 2009 in order to implement the Decree of the Government of Kazakhstan "On measures to ensure the implementation of obligations of the Republic of Kazakhstan arising from the Cartagena Protocol on Biosafety to the Convention on Biological Diversity" of December 26, 2008.

At the end of the round table, the Secretary of the PCK, Professor T.Z. Akhmetov spoke. He noted the role of the PCK in the interaction of research organizations of the country and the international community. The PCK fully supports the idea of creating a digital platform for comprehensive security and is ready to provide further assistance in the implementation of the tasks of the proposed project. The digital platform will allow collecting and presenting knowledge and information on all aspects of complex issues in the field of security. There is clearly a high need and necessity for such a security management information system implemented in the form of a digital cloud platform.

David Cleave confirmed the ISTC's interest in the proposed "Concept of an Integrated Security Digital Platform" project, noting the relevance of all three activities and the vision for implementing the first and subsequent phases of the project - its goals, work plan and necessary resources for its implementation.

Thanked all participants for the informative meeting and noted that the ISTC is now expanding its priority areas, such as cybersecurity, under the leadership of the member states, while at the same time building partnerships with trusted partners with whom it has successfully conducted numerous projects in Kazakhstan.
